The Secretary of Agriculture must pick an independent U.S. group that asks to be chosen to lead work on finding foreign markets for and exporting U.S. dairy products if either the dairy industry did not create an export trading company under the Export Trading Company Act by June 30, 1997, or if U.S. dairy exports in the 12 months before July 1, 1998 did not exceed exports in the 12 months before July 1, 1997 by 1.5 billion pounds (milk equivalent, total solids). The Secretary must also help the chosen group find money from the dairy industry and other sources. This action only applies from July 1, 1997 through September 30, 2000.
