The Secretary must run this law’s programs through the Commodity Credit Corporation. Any decision the Secretary makes under the law is final and binding. Within 90 days after April 4, 1996, the Secretary and the Commodity Credit Corporation must write and issue the rules needed to put the law into effect. They must do that without using the usual public rulemaking steps, including the notice-and-comment process in section 553 of title 5, the Secretary’s July 24, 1971 policy (36 Fed. Reg. 13804) on public participation, or the Paperwork Reduction Act (chapter 35 of title 44).
