Make an 11-member Commission. The President picks 3 members. The House Committee on Agriculture chairman picks 4 members after talking with the ranking minority member. The Senate Committee on Agriculture, Nutrition, and Forestry chairman picks 4 members after talking with the ranking minority member. Each of those three appointing officials must include at least one person mainly involved in production agriculture; the other members must have experience in farm production, marketing, finance, or trade. Members serve for the life of the Commission. If someone leaves, the vacancy is filled the same way and the Commission keeps working. All members must be appointed by October 1, 1997, and the first meeting must happen 30 days after 6 members are appointed. The House and Senate committee chairmen together choose the chair from among the members.
