The Secretary can investigate when needed to run the program well or to find out if someone has broken or is about to break the rules. During an investigation the Secretary can make people swear to tell the truth, require witnesses to come, collect evidence, and demand records or papers from anywhere in the United States. If someone refuses a subpoena, the Secretary can ask a federal court where the person lives, works, or where the case is happening to order them to comply. If the person disobeys the court, the court can punish them for contempt. Legal papers can be served where the person lives, does business, or is found.
