The Secretary must create one or more national orders that apply to people who grow or first buy canola, rapeseed, or products made from them. Only 1 order can be in effect at any 1 time. The Secretary can start a proposed order, or a producers’ group or any person who would be affected can ask and send a proposal. Within 60 days of getting such a request and proposal, or whenever the Secretary decides to propose one, the Secretary must publish the proposal and allow public comment. After that, the Secretary must issue a final order that follows the rules here and make it effective no later than 180 days after the proposal was published. The Secretary may later change an order.
