The Secretary can investigate when needed to run this part of the law or to find out if someone broke it or the rules made under it. For investigations and for hearings under sections 7447 or 7448, the Secretary or the hearing officer can make people swear oaths, order witnesses to attend, gather evidence, and demand records relevant to the inquiry. These demands can be enforced anywhere in the United States. If someone refuses a subpoena, the Secretary can go to a federal court where the person lives, does business, or where the case is happening to make them comply. Failing to obey a court order can be punished as contempt. Legal papers can be served where a person lives, works, or is found. Hearings must be held in the judicial district where the person lives or has their main business.
