Create a funded, cooperative program for kiwifruit research, promotion, and consumer information, paid for by a required fee shared by producers, handlers, and importers. The program must help strengthen the kiwifruit industry in U.S. and foreign markets, keep and grow sales, and treat U.S.-grown and imported kiwifruit fairly. Congress found that many individual growers raise kiwifruit, almost all U.S. production comes from California, kiwifruit move across state and national borders, imports are large, and growers, handlers, and importers cannot run or pay for such a program without working together.
