An order under section 7463 can include extra terms if the Board recommends them and the Secretary approves. The order may let the Board set different handler payment and reporting schedules to match different marketing practices. It may let the Board form working groups from producers, handlers, importers, exporters, or the public to help with research and marketing for kiwifruit. The order may let the Board build a reserve from assessments under section 7465(b) to keep programs running when income falls, but the reserve cannot exceed the amount budgeted to run this subchapter for one year. With the Secretary’s approval, the order may let the Board use funds from section 7465(b) and other sources to expand sales of U.S. kiwifruit in foreign markets.
