Allows a national program to promote, research, and share information about popcorn. Congress says popcorn is an important food and that growing, processing, and selling it matters to the U.S. economy. The law says popcorn needs good quality, proper handling, and better marketing so people can enjoy it and so markets can grow at home and abroad. The program will be paid by fees on unpopped popcorn processed in the United States. It must help the whole popcorn industry, not boost one company or replace brand ads. It will be fair to all processors, will not block imported popcorn, and will not control how much any processor may produce.
