Title 7 › Chapter 102— EMERGENCY FOOD ASSISTANCE › § 7512
The Secretary must write rules within 30 days to put this chapter into effect. The rules must keep paperwork, recordkeeping, and other regulatory burden on eligible recipient agencies as small as possible. As early as practical, but no later than the start of each fiscal year, the Secretary must publish in the Federal Register an estimate of the kinds and amounts of commodities likely to be available that year, but the actual amounts may differ. The rules must also set standards for paying for commodity losses when there is no evidence of negligence or fraud and must consider the needs of emergency feeding organizations. The Secretary may issue final rules without first proposing them to implement sections 7514 and 7515, but must allow public comment, consider those comments, and make changes within 1 year after September 19, 1988, and must include a statement explaining the rules.
