The Secretary must set priorities for the Department’s agricultural research, extension, and education work and must ask for and consider advice from people who do or use that work. Starting October 1, 1999, each 1862 Institution, 1890 Institution, 1994 Institution, and Hispanic-serving agricultural college and university must have a process to get public input about how formula funds are used. The Secretary must write rules saying what that process must include and what happens if an institution does not follow it, which can include holding back or moving funds until it complies. When possible, federally supported work should link research, outreach, and teaching, promote regional and multistate efforts, and use multiple institutions and the best-equipped facilities.
