Creates an Office of Pest Management Policy inside the Department of Agriculture to coordinate the Department’s work on pesticides and pest control. The office must set and coordinate USDA policy, link up research, extension, and education, and promote pest-control tools and practices that are cost-effective and protect the environment. It must also help other USDA agencies meet their pesticide duties under laws like the Food Quality Protection Act of 1996, FIFRA, and the Federal Food, Drug, and Cosmetic Act, and do other work the law or the Secretary requires. The office must lead coordination with the EPA, FDA, and other federal and state agencies and must consult farmers and other producers who might be affected. A Director appointed by the Secretary will run the office and report to the Secretary or a designee. Funding: whatever sums were needed for fiscal years 1999–2013, and $3,000,000 for each fiscal year 2014–2023.
