If funds are available, the Secretary of Agriculture must have the Animal and Plant Health Inspection Service create a national plan to control Sudden Oak Death, the forest disease caused by Phytophthora ramorum. The plan must use USDA survey and host information, review past and current research and control work (including quarantine and hazardous fuel reduction), list future actions with cost estimates, and be developed with other federal agencies. The Secretary must finish and begin the plan as soon as practical after funding is first provided. Money may be appropriated as needed.
