The Secretary can buy and keep land and things, hire people, give grants, and make contracts or other agreements needed to carry out this chapter. If someone is harmed by authorized activities that happen outside the United States, the Secretary may pay a legal claim for that harm in the way federal law allows, but the person must present the claim in writing to the Secretary within 2 years after the claim arises.
