The Secretary can investigate anything needed to run this law well or to find out if someone broke it or disobeyed a rule under it. To do that, the Secretary can make people swear oaths, order them to testify or give documents, and collect evidence. The Secretary can require records from anywhere in the United States. For administrative hearings under sections 7806(a)(2) or 7807(c)(3), the person running the hearing has the same powers. If someone refuses to obey an order to appear or hand over records, the Secretary can ask a federal court in the area where the case is happening or where the person lives or works to enforce the order. The court can force compliance and can punish failure to obey as contempt.
