The Commodity Credit Corporation must set up a loan program, as soon as possible after May 13, 2002, to help U.S. sugarcane and sugar beet processors build or upgrade storage and handling for raw and refined sugar. Loans are available to processors who have good credit, actually need more storage (including marketing limits), and can show they can repay. Loans must be at least 7 years, have no penalty for paying off early, and otherwise use normal commercial terms for the borrower (such as down payments, collateral, and which facilities qualify).
