Title 7 › CHAPTER 107 — RENEWABLE ENERGY RESEARCH AND DEVELOPMENT › § 8114
Set up a program that gives grants to five regional Sun Grant centers and one western insular Pacific subcenter to support biobased energy and products, make agriculture more sustainable, help rural economies, and improve coordination among the Department of Agriculture, other federal agencies, and land‑grant colleges and universities. The five regional centers cover all U.S. states and some territories, and the western center must pass part of its money to the Pacific subcenter for Alaska, Hawaii, Guam, American Samoa, the Northern Mariana Islands, the Federated States of Micronesia, the Marshall Islands, and Palau, under guidance from the Secretary. Each center must use 75% of its money to award competitive grants to qualified in‑region applicants, chosen by peer review, with priority for programs in a joint plan approved by the Secretary. Grants can last up to 5 years. Recipients usually must provide at least 20% matching funds (cash or in‑kind), except for fundamental research and where the center reduces the match for certain applied research under Secretary guidance. Grant funds cannot pay for building construction or for the center’s indirect grant‑making costs. A center may use up to 4% of its funds for administration; the rest must go to multiinstitution, multistate research, extension, and education work. Centers must jointly create a research plan with land‑grant schools and industry, keep a Sun Grant Information Analysis Center at the north‑central center, send annual reports within 90 days after each fiscal year showing peer review results and progress, and may lose funding if they fail audits or reports. Up to $75,000,000 is authorized each year for fiscal years 2008 through 2023, with no more than $4,000,000 per year for the Information Analysis Center.
