Activities allowed under this law must follow guidelines approved by the Attorney General. The Secretary can stop and inspect, without a warrant, any person or vehicle coming into the United States to see if they carry animals or other items this law controls. The Secretary can also stop people or vehicles in interstate travel if there is probable cause to think they are carrying regulated items. The Secretary may stop travel from any State or part of a State quarantined under section 8306(b) on probable cause. With a warrant, the Secretary may enter any U.S. premises to inspect or seize regulated animals, items, facilities, or transport. A United States judge, a judge of a court of record in the United States, or a United States magistrate judge may issue such a warrant after an oath showing probable cause. The warrant can be requested and carried out by the Secretary or by a United States marshal.
