Money needed to carry out this chapter may be provided. If a livestock pest or disease threatens U.S. farming, the Secretary of Agriculture can move money from other USDA funds to stop, control, eradicate, or prevent the spread and to pay related costs. Money moved this way stays available until spent and is not limited to one fiscal year. Actions by USDA staff under this authority can only be reviewed by the Secretary or the Secretary’s designee. The Secretary can also use these funds to hire local civilian workers in other countries and to build and run research labs, quarantine stations, and other special facilities.
