§8504 Establishment of Quarantine Protocols to Control the Introduction and Spread of the Brown Tree Snake

Summary

Set up and run, at Federal expense, pre-departure quarantine rules for cargo and other items shipped from Guam and any other U.S. place where the brown tree snake might become established. The Secretaries of Agriculture and the Interior must write these rules by regulation within two years after October 30, 2004, but for Guam they must first sign a memorandum of agreement with the Government of Guam. Federal quarantine, natural resource, conservation, and law officers may enforce state and territorial rules about moving, owning, or bringing in brown tree snakes. The Secretaries must work with other federal agencies and the right state and territorial officials. The quarantine system cannot start until specific funds are appropriated. Authorized funding is up to $3,000,000 a year for the Secretary of Agriculture and up to $1,000,000 a year for the Secretary of the Interior for each fiscal year 2006 through 2010.
