Title 7 › Chapter 111— BROWN TREE SNAKE CONTROL AND ERADICATION › § 8504
Require the Secretaries of Agriculture and the Interior to create and run, at federal cost, a system of pre-departure quarantine rules for cargo and other items leaving Guam and any U.S. place where the brown tree snake might get established. They must put these rules in place within two years after October 30, 2004. For Guam, they must first sign a written agreement with the Government of Guam. Federal and local quarantine, natural resource, conservation, and law officers may enforce state and territorial laws about moving, owning, or bringing in the snake. The system cannot begin until money is specifically provided. Up to $3,000,000 per year is authorized for the Secretary of Agriculture and up to $1,000,000 per year for the Secretary of the Interior for each fiscal year 2006 through 2010.
