The Secretary can change peanut loan rates for various factors (like grade, quality, type, or location). Changes must, as much as possible, keep the expected average loan equal to the support level set under this law. County rates may be set so the lowest is 95 percent of the national average only if that does not increase federal spending or raise the national average loan rate in any year.
