Title 7 › Chapter 3— GRAIN STANDARDS › § 87j
Within 90 days after October 24, 1988, the Secretary must set up an advisory committee to advise on carrying out the chapter in line with the policy in section 74. The committee must have 15 members chosen by the Secretary. They must represent all parts of the grain industry (producing, processing, storing, selling, using, exporting), include grain inspection/weighing agencies, and include scientists who study those policy areas. Members serve three-year terms. For the first group, five serve one year and five serve two years. No one may serve more than two back-to-back terms. The committee follows the rules in chapter 10 of title 5. The Secretary must give the committee clerical help and staff. Members are unpaid unless they are already U.S. officers or employees, but they can receive travel pay and per diem when away from home for committee work as allowed under section 5703 of title 5. The Secretary’s power to create and keep this committee ends on September 30, 2025.
