Creates a competitive grant program to help schools build teaching programs in agriculture, veterinary medicine, and related fields so more people learn agricultural biosecurity. Grants can only go to accredited veterinary schools or college departments focused on comparative medicine, veterinary science, or agricultural biosecurity. Priority goes to applicants that will train more veterinarians or advanced-degree experts, grow biosecurity research, or fill critical biosecurity staffing gaps outside the federal government. Grant money can buy equipment and other capital items to expand teaching and postgraduate training or pay other capacity needs the Secretary approves, but it cannot be used to build, renovate, or repair buildings. Funding was authorized as needed for fiscal years 2008–2013 and at $5,000,000 for each fiscal year 2014–2023; funds remain available until spent.
