The Secretary must calculate a national average feed cost each month using three prices: the U.S. farmer price for corn from the monthly Agricultural Prices report, the central Illinois soybean meal price from the Market News monthly report, and the U.S. farmer price for alfalfa hay from the Agricultural Prices report. For dairy margin coverage, the Secretary must then find the actual dairy production margin each month by subtracting that average feed cost from the monthly all-milk price. The calculation must be done as soon as possible using the full month’s prices for the relevant reference month.
