Title 7 › Chapter 116— NATIONAL BIO AND AGRO-DEFENSE FACILITY › § 9205
The Secretary of Agriculture, the Secretary of Homeland Security, and other federal agency leaders must work together to send the Director of the Office of Management and Budget one combined budget plan for defending and protecting the U.S. food supply, including how the National Bio and Agro-Defense Facility will be used and run. They must do this when they submit their regular budgets, as required by Homeland Security Presidential Directive 9. Within 60 days after the President submits the United States Government budget to Congress under section 1105 of title 31 each year, those same officials must send Congress a report describing that same integrated budget plan. The report must be consistent with the President’s budget and cover defense and protection of the food supply, including the National Bio and Agro-Defense Facility.
