If an immigrant visa goes unused for certain reasons, it can be given to another qualified immigrant. This happens when the visa holder is denied entry and removed, when the holder fails to apply for admission before the visa expires, or when a visa issued as a preference immigrant is later found to have been given to someone who does not qualify as a preference immigrant.
