Prevents visas or admission to the U.S. for any foreign national whom the Secretary of State, on credible information, finds directly ran or enforced programs that forced a woman to have an abortion or forced a man or woman to be sterilized against their will—unless the Secretary has strong reason to believe they stopped supporting or taking part. It excludes heads of state or government and cabinet ministers. Secretary may waive the ban for national interest and must notify congressional committees in writing.
