Consular officers must refuse visas to people the Secretary finds, based on credible and specific information, were directly involved in forced organ or tissue transplants, unless the Secretary has strong reason to believe the person stopped being involved and stopped supporting those practices. The rule does not apply to a head of state, head of government, or a cabinet-level minister. The Secretary can waive the ban if it is important to the national interest. If a waiver is used, the Secretary must give written reasons to the proper congressional committees within 30 days after the visa is issued.
