Vessels or aircraft carrying passengers between a U.S. port and a foreign port must not arrive in the United States with any alien who has certain mental conditions, epilepsy, tuberculosis (any form), leprosy, or another dangerous contagious disease on board. If a U.S. Public Health Service doctor examines and certifies the person had the condition when taken on board, and the Attorney General agrees, the owner, commanding officer, agent, consignee, or master must pay $1,000 for each such person to the Commissioner. The ship or plane cannot get clearance until the claim is decided or the money is paid, unless a deposit or an approved bond is posted. The Attorney General may reduce or cancel the payment.
