Anyone connected to a ship or airplane coming into the United States from abroad — like the owner, agent, consignee, captain, or commanding officer — who knowingly puts a foreigner on the crew list or brings them in as crew to help them enter illegally, or who knowingly lies to a consular or immigration officer by saying that person is a real crew member needed for normal operation, can be punished. They can be fined up to $10,000 for each offense. The vessel or aircraft can be held responsible, may be seized, and may be taken to a U.S. federal district court.
