Aliens who are 14 years old or older and who have not already registered and been fingerprinted must apply to register and be fingerprinted if they stay in the United States for 30 days or more. They must do this before the 30 days are up. A parent or guardian must register any alien under 14 who has not been registered and who stays in the United States for 30 days or more. If an alien turns 14 while in the United States, they must personally apply and be fingerprinted within 30 days of their birthday. The Attorney General can, under rules he makes and based on reciprocity, waive the fingerprinting for certain nonimmigrant visitors.
