Master, owner, agent, or consignee of a vessel or other conveyance arriving from foreign ports must pay extra compensation to the Attorney General, who will give it to immigration staff entitled under section 1353a if ordered and reported, even without inspection. Not for regular international transport or Great Lakes vessels.
