The Attorney General must send a report to the House and Senate Judiciary Committees no later than 12 months after September 30, 1996, and then every year after that. The report must give counts by offense of people in the U.S. illegally who are in federal or state prisons for felonies and those convicted of felonies but not jailed in the prior year; describe Justice Department programs and plans to promptly remove criminal noncitizens; and explain ways to identify and stop deported criminals from coming back illegally.
