A U.S. diplomatic or consular officer who thinks someone abroad has lost U.S. nationality under part III of this subchapter or under chapter IV of the Nationality Act of 1940 must write a report of the facts to the Department of State, following State Department rules. If the Secretary of State approves the report, a copy goes to the Attorney General and the person involved. That approval is the final administrative decision that the person lost U.S. nationality, though the Secretary can allow administrative appeals under rules, and it also counts as a denial of nationality rights for purposes of section 1503.
