If a person is eligible for free public education under state or local rules, they cannot be kept from getting school lunch or school breakfast because of their citizenship, immigrant, or alien status. For other food programs, federal law does not force states to give or stop giving benefits to people who are not citizens or not "qualified aliens" (that term is defined in section 1641(b)). Those other programs include other child nutrition programs, a food provision from the 1973 Agriculture Act, the Emergency Food Assistance Act of 1983, and the food distribution program on Indian reservations.
