Bars people who are not legally in the United States from getting college or other higher-education benefits just because they live in a state. The only exception is if U.S. citizens or nationals would get the exact same benefit — in the same amount, for the same length of time, and with the same coverage — even if those citizens were not residents. It applies to benefits given on or after July 1, 1998.
