If money is available, the Attorney General must add staff to the Immigration and Naturalization Service during each fiscal year 2003 through 2006. Each year the Service must get at least 200 more full-time inspectors and support staff than were allowed under the USA PATRIOT Act, and at least 200 more full-time investigators and support staff than were allowed under that Act. Money may be provided as needed to pay for these people, facilities, lawyers, and other support. Funds may also be provided to raise pay rates effective October 1, 2002: journeyman Border Patrol agents and inspectors with at least one year’s service from GS-9 to GS-11; inspections assistants from GS-5 to GS-7; and related support staff at the proper GS level. Money may be used for ongoing training (border protection, law enforcement, cross-training, database and passenger monitoring training) and to expand the Carrier Consultant Program. The Secretary of State must add security steps for visa reviews, staff those efforts, and train consular officers and diplomatic security agents, with funding as needed.
