Within one year after October 26, 2001, the President must create a Commission on Interoperable Data Sharing. The Commission must watch over the protections named in section 1721(c)(3), oversee the interoperable electronic data system described in section 1722, and send Congress an annual report with its findings and recommendations. The Commission will have nine members appointed by the President: one will be the Chair, and eight will come from a joint list of nominees provided by the Speaker of the House, the House Minority Leader, the Senate Majority Leader, and the Senate Minority Leader. It must consider recommendations about privacy, quick adoption of security improvements consistent with generally accepted security standards, timely correction of data errors, and other safeguards (including possible changes to laws or rules) to prevent misuse. Congress may provide whatever funds are needed.
