The Attorney General may hire and set pay for scientists, technicians, engineers, and other analysts needed to build and run the Chimera system, an interoperable electronic data system. Unless another law says otherwise, pay for those hires cannot be higher than the Executive Schedule Level III rate, and total payments must follow the limit in section 5307 of title 5. Within 90 days after May 14, 2002, the Attorney General must send an operating plan to the Senate and House Appropriations, Judiciary, Intelligence, and Foreign Relations/International Relations committees saying how the authority will be used and which title 5 rules, if any, are being waived. The hiring authority ends when the Chimera system is implemented.
