The Secretary must create a model ports-of-entry program to make international arrivals faster and more welcoming while keeping security. It must start at the 20 U.S. international airports with the most foreign visitors as of August 3, 2007. The program must improve queue management before primary inspection, provide help for foreign travelers after they are admitted (working with appropriate government or non‑government groups), and show instructional videos in English and other suitable languages in the Federal Inspection Services area that explain inspections and include welcome messages. If money is available, by the end of fiscal year 2008 the Secretary must hire at least 200 additional Customs and Border Protection officers above the number funded in the prior fiscal year to address staff shortages at those same 20 airports.
