U.S. border agencies may run joint projects with Canada to provide alternative inspections and to harmonize how both countries check people and goods at the border. The Attorney General and the Secretary of the Treasury must report to Congress every year. The Administrative Procedure Act and the Paperwork Reduction Act do not apply to fee setting and some administrative rules for these projects, but any fees and forms must be published in the Federal Register.
