By January 15 each year the Attorney General must send a report to the relevant committees in Congress. The report must say how many noncitizens, during the previous year, failed to appear at deportation hearings after being arrested outside a port of entry, given an official notice to appear, and released on their own promise to return. The report must also count cases where the hearing notices or the way they were delivered had problems, and describe and analyze whether those problems affected people showing up. The report for 2001 must be submitted within 6 months after May 14, 2002.
