Foreign-Built Sailboat Seeks Coastwise Entry

MARAD received a request to determine if the foreign-built sailboat Skydancer (a 57-foot monohull) can get a coastwise endorsement to carry no more than 12 paying passengers for hire. The requester intends to run passenger sailing charters based in Marina Del Rey, California.

Stakeholders Can Comment by Feb 5, 2025

U.S. vessel builders and businesses that use U.S.-flag vessels may submit comments about this application. Comments must be submitted on or before February 5, 2025, to docket MARAD-2024-0165 via regulations.gov or by mail/hand delivery.

MARAD May Deny Approval To Protect U.S. Interests

MARAD will not approve the vessel's coastwise endorsement eligibility if it determines that employing the vessel in coastwise trade to carry no more than 12 passengers will have an unduly adverse effect on a U.S. vessel builder or a business that uses U.S.-flag vessels. Comments should address the eligibility criteria in 46 CFR part 388, section 388.4.
