Eight-Year Export Ban for Named Individual
Joel Alejandro Garza-Corona was convicted on February 16, 2023 for smuggling 2,399 rounds of ammunition and sentenced to 40 months. BIS has denied his export privileges for eight years from his conviction date, and the Order is effective immediately and remains in effect until February 16, 2031, meaning he may not participate in export transactions subject to the Export Administration Regulations.
Revocation of Any BIS Licenses Held
BIS has decided to revoke any Bureau of Industry and Security (BIS) licenses or authorizations in which Garza-Corona had an interest at the time of his February 16, 2023 conviction. Those licenses are canceled as part of this Order.
Order Can Extend to Related Parties to Prevent Evasion
The Order states that any other person, firm, corporation, or business organization related to Garza-Corona by ownership, control, position, affiliation, or other connection in trade may also be made subject to the Order to prevent evasion. BIS may therefore apply the Order's restrictions to related entities.
Broad Prohibition on Transactions Involving Denied Person
The Order bars any person from exporting, reexporting, transferring, financing, or otherwise facilitating transactions to or on behalf of the Denied Person involving items subject to the Regulations. The ban also bars acquiring items from the Denied Person, obtaining items from him with knowledge they will be exported, or servicing items owned or controlled by him until February 16, 2031.
