Proposed IHA to Allow Dock Construction
NMFS is proposing to issue an Incidental Harassment Authorization (IHA) to the City of Hoonah to allow pile driving and related work for a new cargo dock in Hoonah, Alaska. If issued, the IHA would be effective September 1, 2025 through August 31, 2026 and construction is expected to start in September 2025 and last about 5 months (107 work days).
Scale and Schedule of Pile Driving Work
The construction will include impact and vibratory pile driving, removal, and down-the-hole (DTH) tension anchoring, including installation of 542 steel sheet piles and 50 temporary 24-inch steel pipe piles. Pile driving and anchoring are expected to occur during daylight over 107 days across a 5-month span starting in September 2025.
Public Comment Opportunity and Rules
NMFS is asking for public comments on the proposed IHA and possible renewal; comments must be received by February 6, 2025 and should be emailed to the address provided in the notice. Comments (including attachments up to 25 megabytes) will become part of the public record and generally posted online.
Possible One-Time 1-Year Renewal Option
NMFS is also requesting comments on a possible one-time, 1-year renewal of the IHA that could be issued under certain circumstances if all requirements are met. The renewal, if issued, would extend authorized activities beyond the initial September 1, 2025–August 31, 2026 period.
