Corrections to ICTS transaction review rules
The Department of Commerce corrected omissions in its December 6, 2024 rule that governs review of transactions involving information and communications technology and services (ICTS) linked to persons owned by, controlled by, or subject to the jurisdiction or direction of a foreign adversary. The correction instructs updates to 15 CFR part 791, including revising introductory text for paragraph (a) in Sec. 791.3, removing paragraph (c) of Sec. 791.3, and adding paragraph (a)(9) and revising other paragraphs in Sec. 791.100. These corrections take effect on February 4, 2025.
