Expanded controls on advanced computing chips

On January 10, 2025, the Bureau of Industry and Security (BIS) posted a rule that revises Export Administration Regulations (EAR) controls on advanced computing integrated circuits (ICs). BIS says it is expanding these controls to protect U.S. national security and foreign policy interests, which may change how companies export, reexport, or transfer advanced computing ICs internationally.

New controls on certain AI model weights

The rule adds a new control on artificial intelligence (AI) model weights for certain advanced closed-weight dual-use AI models. This change places export controls on those model weights, affecting how organizations can share or transfer those AI model files across borders.

New license exceptions and updated DCVE authorization

BIS is adding new license exceptions and updating the Data Center Validated End User (DCVE) authorization to facilitate the export, reexport, and transfer (in-country) of advanced computing ICs to end users in destinations that do not raise national security or foreign policy concerns. These changes are meant to make exports to certain safe destinations easier.
