Bianco asks for a 5-year exemption to let drivers aged 18, 19, and 20 who hold a Wisconsin commercial learner’s permit (CLP) with a "K" restriction attend its training facility in Michigan. The facility is about 29 miles from the Wisconsin border and Bianco says several Wisconsin students have inquired because it is their closest registered training provider.

Training Safety and Enrollment Conditions

Bianco says drivers under the requested exemption would not operate a commercial motor vehicle without a licensed training provider in the vehicle except for range maneuvers on an applicant‑maintained training lot. Bianco also requires pre‑employment drug screens and requires students to complete all components of the Federal ELDT (49 CFR part 380).
