Summary

The Bureau of Land Management is approving the transfer of surface land rights to Cook Inlet Region, Inc., an Alaska Native corporation, while the U.S. keeps ownership of the underground resources. Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

Surface Land Conveyed to Alaska Native Corporation

The Bureau of Land Management will convey the surface estate of a 0.40-acre parcel within the Kenai National Wildlife Refuge to Cook Inlet Region, Inc., under the Alaska Native Claims Settlement Act. The United States will retain ownership of the subsurface estate for that parcel.

Appeal Deadlines for Property Claimants

If you claim a property interest in these lands, you may file an appeal under 43 CFR part 4. Certain parties (unknown or unable-to-be-located, or regular-mail recipients) have until February 18, 2025 to appeal, and parties served by certified mail have 30 days from receipt to appeal.

Public Access Easements Will Be Addressed

The BLM's decision will address whether public access easements, if any, are to be reserved to the United States under section 17(b) of the Alaska Native Claims Settlement Act for the lands being conveyed. That means the decision will clarify whether the public retains any reserved access rights for this parcel.

Public Notice Will Be Published in Anchorage Paper

The BLM will publish notice of the decision once a week for four consecutive weeks in the Anchorage Daily News. Local residents and others monitoring the paper can use those notices to learn about the decision and appeal deadlines.
