Addition of Panama and Costa Rica to the List of Regions Affected With Screwworm

Published Date: 1/16/2025

Notice

Summary

Panama and Costa Rica have officially been added to the list of places affected by screwworm, a pesky parasite that can harm animals. This means animals like horses, cows, pigs, and dogs coming from these countries now face extra checks, treatments, and sometimes quarantine before entering the U.S. These changes have been in effect since mid-2021 for Panama and mid-2023 for Costa Rica, helping protect American livestock and farmers from costly outbreaks.

Panama and Costa Rica added to screwworm list

Panama was added to APHIS’s list of regions affected with screwworm effective July 12, 2021, and Costa Rica was added effective August 21, 2023. As a result, animals from those countries are now subject to APHIS import restrictions to prevent screwworm introduction into the United States.

Horses face 7‑day U.S. quarantine

Horses imported from regions APHIS considers affected with screwworm must undergo pre-embarkation and post-arrival inspection and treatment as required by 9 CFR 93.308(a)(3), and must be quarantined in the United States for 7 days after arrival with a veterinarian examination before release.

Ruminants and swine subject to inspection and treatment

Ruminants and swine from regions APHIS considers affected (including Panama and Costa Rica) must be inspected and, if necessary, treated for screwworm as specified in 9 CFR 93.405(a)(3) and 93.505(b); these requirements are the same as for horses except they do not include the 7-day U.S. quarantine and final examination.

Dogs require inspection and possible treatment before import

All dogs imported from regions APHIS considers affected with screwworm, including Panama and Costa Rica, must be inspected and treated if necessary prior to importation under 9 CFR 93.600.
